Transfer of international students from high schools of Donetsk and Luhansk oblasts to other regions of Ukraine - credits USCIE.

The issue:

Due to the dangerous situation caused by military action at certain territories of the Donetsk and Luhansk oblasts the Ministry made a decision to transfer international students from high schools at these territories to other regions of Ukraine.

The process started in August 2014 and continued till November 2014. Here the Center successfully landed a comprehensive organizational project on coordinating international students’ enquiries on identifying high schools where they could proceed with their studies and high schools that were able to ensure additional seats for international students. According to the data received as of December 01, 2014 around 6 thousand international students were transferred to other high schools.

During the transfer a number of issues were solved that aimed at ensuring best conditions for international students’ continuous studies. The Center initiated, developed and implemented almost all of the critical documents:

- Letter of the Ministry of Education #1/9-391 of August 4, 2014 on “Certain issues of transferring international students from Donetsk and Luhansk oblasts”;

- Letter of the Ministry of Education to State Migration Service #1/12-5384 of August 4, 2014 on “Issues related to ensuring further education by international students who studied in Donetsk and Luhansk oblasts”;

- Letter of the Ministry of Education #1/9-455 of September 9, 2014 on “Certain issues of ensuring access to education for international students from Donetsk and Luhansk oblasts”;

- Decree of the Cabinet of Ministers of Ukraine #572 of October 8, 2014 on “Certain issues of issuing temporary residence permit to foreigners and stateless persons who studied at high schools within territories of anti-terrorist operations in Donetsk and Luhansk oblasts”;

- Letter of the State Migration Service #8.1/5280-14 of October 31, 2014 on “Issuing temporary residence permit to international students”

- Letter of the Ministry of Education #1/9-621 of December 3, 2014 on “Academic certificates and other documents (student record books) of international students transferred from high schools of Donetsk and Luhansk oblasts”;

- Letter of the Ministry of Education #1/9-75 of February 16, 2015 on “Certain issues of ensuring issuing of documents on education in Ukraine by international students-graduates transferred from high schools of Donetsk and Luhansk oblasts”.
